My original question regarding Rotation Information in a world file is posted below. Thanks to Michael Delorme. He suggested that ArcInfo has a command to "rectify" once an image is rotated. While I don't have ArcInfo, ArcView 8.1 does have a rectify command. It creates the white border around the edges of the total raster is no longer tilted. This worked perfectly and the image is now lined up how I wanted it in ArcView 3.2. Thanks again. I georeferenced it using the georefencing tools in ArcView 8.1 (very handy set of tools). The image needed to be rotated significantly to fit into the coordinatesystem I'm using. The rotation information was saved into the .tfw world file. The problem is that I need to use this image in ArcView 3.2. ArcView 3.2 does not seem to obey the rotation information. The image is displayed based on the correct pixel size and corner information but does not get tilted as necessary. Other rotated images I've seen in ArcView 3.2 have a white or black border along the edges where the angle changes to make the overall raster square. Thus, the rotation information in the world file remains zeros.
